MIPS 2023 Data Submission is Open

The CMS recently opened data submission for Merit-based Incentive Payment System (MIPS) eligible clinicians who participated in the 2023 performance year of the Quality Payment Program (QPP). Data can be submitted and updated until 8:00 p.m. ET on April 1, 2024.

Follow the steps outlined below to submit data:

1.    Go to the Quality Payment Program sign in page.
2.    Sign in using your QPP access credentials.
3.    Submit your MIPS data for the 2023 performance year or review the data reported on your behalf by a third party. (You can’t correct errors with your data after the submission period, so it’s important to make sure the data submitted on your behalf is accurate.)

Submission resources are available on the QPP Resource Library.

How to Sign In to the QPP Data Submission System

To sign in and submit data, clinicians will need a HCQIS Authorization Roles and Profile (HARP) account and a QPP role. For help enrolling with HARP, please refer to “Step 1. Register for a HARP Account” in the Quality Payment Program Access User Guide (ZIP, 3MB). For help obtaining a QPP role, please refer to “Step 2. Connect to an Organization” in the Quality Payment Program Access User Guide (ZIP, 3MB).

CMS encourages all users with an existing HARP account to sign into the QPP website now to ensure they don’t lose access.

Note: Clinicians who are unsure about their eligibility to participate in MIPS for the 2023 performance year can check their final eligibility status using the QPP Participation Status Tool. Clinicians and groups that are opt-in eligible will need to make an election to opt-in or voluntarily report before they can submit data. (No election is required for opt-in eligible clinicians and groups that don’t want to participate in MIPS.) Preliminary scoring is no longer available during submission

Laws Impacting a Physician Practice
Many state and federal laws may require a practice to take an action or make a report. It is a good idea for a practice to review our Law Guide topic, Laws Impacting Physician Practice, to be sure it complies with these requirements.

CSMD Query Requirement
Current Tennessee law requires a prescriber to check the Controlled Substance Monitoring Database before issuing a prescription for an opioid, benzodiazepine, or schedule II amphetamine. If you are unsure which circumstances require the database check or if believe you might be exempt from this requirement, review our Law Guide topic, Controlled Substance Database (section VII D. – F.).

Elder Abuse
A physician with reasonable cause to suspect that an adult has suffered abuse, neglect, or exploitation must immediately report to the state specific information. An “adult” is defined as a person over 18 with mental or physical dysfunctions or advanced age (over 60) that is unable carry out the activities of daily living, or protect himself or herself from neglect or abusive situations and may be in need of protective services. A careful review of our Law Guide topic, Elder Abuse, is needed to ensure that you are in compliance with the requirements of this law.

Provider Stability Act
This document helps physicians and medical practices to understand the Healthcare Provider Stability Act and be sure that insurers comply with its requirements governing fee schedule accessibility and changes to reimbursement policies and fee schedules. This first-of-its-kind law that requires more transparency and limits changes to reimbursement rates in contracts between health insurance companies and healthcare providers. This guide may be accessed at tnmed.org/insurance.

TennCare Reimbursement for a Sports Physical
Each of the three TennCare MCOs has discretion to determine its own payment policy regarding sports physicals. TMA contacted the MCOs regarding their policy on reimbursement for a sports physical and compiled the responses in our Law Guide topic, Sports Physicals: TennCare Policy.
